APPORTIONED PASSENGER PLATES ?
These are passenger plates, with the APPORTIONED sticker. The assumption is that since WV is not very strict with plate types, they ran out of truck plates and decided to issue some passenger plates to apportioned vehicles. I have seen several of these (and I own several) and they all expire in July (month 7). This backs up the idea above, as nonpass plates also expire in July.
